SCHOLARLY MISCONDUCT IN SCIENCE
Listed below are the policies and procedures for dealing with and reporting possible misconduct in science. In accordance with 42 CFR Part 50, the following administrative policies comply with 42 CFR 50.101-50.105:
The chairperson of the GCSU Institutional Review Board (Institutional Review Board) shall receive any allegations of scientific misconduct and shall initiate immediate inquiry into each allegation.
Subject to Part 50, each inquiry must be completed within 60 calendar days from receipt of allegation, including preparation of a written report.
Detailed documentation of an inquiry must be maintained for at least three (3) years, which must, upon request, be provided to authorized Health and Human Services personnel storage of documentation will be provided in the Office of Academic Affairs.
If findings from any inquiry provide sufficient basis for conducting an investigation, that investigation will be initiated within 30 calendar days of the completion of the inquiry.
An investigation must be completed within 120 calendar days.
Impartial experts will be selected to conduct inquiries and investigations.
Precautions will be taken to prevent real or apparent conflicts of interest in an inquiry or an investigation.
Any affected individual(s) will be afforded confidential treatment to the maximum extent possible, a prompt and thorough investigation, and an opportunity to comment on allegations and findings of the inquiry and/or the investigation.
The Professional Health Sciences - Office of Scientific Integrity, at the National Institutes of Health, will be notified that an investigation will be conducted. The Office of Scientific Integrity will be notified within 24 hours of obtaining a reasonable indication of possible criminal violations.
Documentation to substantiate an investigation's findings will be prepared and maintained for at least three (3) years after Professional Health Sciences acceptance of the final report.
The institution will take appropriate interim administrative actions to protect federal funds and ensure that the purposes of the federal financial assistance are being carried out.
The institution will promptly notify Office of Scientific Integrity of any developments during the course of the investigation which disclose facts that may affect current or potential Department of Health and Human Services funding for the individual(s) under investigation or that the Professional Health Sciences needs to know to ensure appropriate use of federal funds and otherwise protect the public interest.
Every effort will be made by the institution to restore the reputation of persons alleged to have engaged in misconduct when allegations are not confirmed.
The institution will protect, to the maximum extent possible, the positions and reputations of those persons, who, in good faith, make allegations of scientific misconduct, and those against whom allegations of misconduct are not confirmed.
Appropriate sanctions will be imposed on individuals when the allegation of misconduct has been substantiated.
The institution will notify the Office of Scientific Integrity of the final outcome of the investigation with a written report that thoroughly documents the investigative process and findings.
The administrative staff of GCSU, members of the Institutional Review Board, and any faculty in a position to be engaged in scientific misconduct, will be informed of these policies and procedures and the importance of compliance with these policies and procedures.
