PART-TIME FACULTY

Like most colleges and universities, Georgia College & State University must occasionally hire part-time faculty to help meet the teaching needs of the University.  All use of part-time faculty must be justified by either specialized demand or excessive demand for courses.

In hiring part-time faculty, administrators should be aware of the minimum criteria as outlined by the Board of Regents. All faculty must have at least a master's degree unless the person possesses special learning and ability or unless the person shows unusual promise upon receipt of the bachelor's degree and is already proceeding with graduate training or in an emergency that must be handled by temporary faculty.

In addition, all employed faculty must show evidence of ability as a teacher, evidence of scholarly competence and activity, successful experience (waived in the case of recent graduates who meet other criteria) and desirable personal qualities.

Please note the following terminology. Part-time Faculty are employees working on temporary basis and receive pay for services. Adjunct Faculty are considered "courtesy appointments" and do not receive pay for services. 

Part-time faculty are non-tenured faculty employed less than full time at a single USG institution or at more than one USG institution and are subject to the following conditions:


1. Are not accruing time toward tenure
2. Are considered temporary appointees, requiring reappointment from year to year
3. Are not the same as adjunct (courtesy) faculty appointments
4. Are not issued contracts
5. Are not eligible for USG benefits
6. A part-time faculty member's employment cannot exceed more than one-half time for the year at a single USG institution. A part-time faculty member teaching at more than one USG institution must limit his/her employment to less than half-time employment across all USG institutions. Upon appointment at a USG institution, part-time faculty will be asked to verify in writing that they are in compliance with this policy.


The approved salary schedule (effective Fall Semester 1999) for part-time faculty based on .03 EFT per three hour course is:

In recommending the hiring of part-time faculty, note particularly that part-time faculty cannot be used to reduce section load alone. Part-time faculty may be hired to replace regular faculty who have received faculty development or external funding but only if all other faculty are teaching a regular or justifiable teaching load. Part-time faculty may be used to provide an instructional specialty which is not available. Part-time faculty are also valuable for meeting the need for additional sections beyond those which we can teach with our full-time faculty.

Funds for part-time faculty are relatively low and those funds must also be used to cover other needs of the University including short falls that occur because of lower summer semester enrollments.


Recommendations for the hiring of part-time faculty begin with the department chairperson. Recommendations should be made on Application/Appointment Form with official transcripts, and vita/resume sent through the college dean for forwarding to the Vice President for Academic Affairs. If the part-time faculty member is also an employee of GCSU, then the GCSU Employee Consultant Services Agreement Form must be completed.

Subsequent reappointments of part-time faculty who have been previously approved by this process will require only submission of name, recommended salary per course, and semesters(s) of employment. MEMORANDUM FOR THE RECORD PART TIME FACULTY LETTERS OF AGREEMENT

1. Whenever a part-time faculty member is to be hired to teach a course, a letter of agreement specifying the course and rate of pay and signed by the part-time faculty member and the college dean or assistant dean should be placed on file in the college's administrative office.

2. The letters of agreement should be mailed to identified part time faculty approximately two weeks prior to the beginning of the semester in which the part-time faculty will teach. Occasionally there may be special circumstances, such as adding a course after registration to accommodate student needs, that will make following this schedule impossible. In these circumstances the agreement letter should be mailed immediately after the decision to teach the course has been made.

3. Part-time faculty will be told that the letters of agreement should be returned prior to the beginning of the semester. A specified return date will be included in each letter. In special circumstances, as mentioned above, part-time faculty will be asked to return the letter of agreement the day following receipt.


4. A part-time faculty member's employment cannot exceed more than one-half time for the year at a single USG institution. A part-time faculty member teaching at more than one USG institution must limit his/her employment to less than half-time employment across all USG institutions. Upon appointment at a USG institution, part-time faculty will be asked to verify in writing that they are in compliance with this policy.

5. The letters of agreement are to be kept on file in the college's administrative offices for three years.
